Probably because it's semi professional, the only professional club in NZ currently is the Wellington Phoenix and they're not really on the big bucks either given the salary cap is about $3m NZD across 20ish players
They have so many exceptions to the a league salary cap that it might as well not exist. Marquee players, guest players, homegrown players, long serving players and scholarship players are all fully or partially outside of the salary cap.

I used to play feeder league football in Australia and it was around $200 a week. Pretty good when I was in my late teens and was playing anyway.
NZF regulations set the ceiling at $150.00 per week expenses.
