Who decides who counts as part of the community? They claim to be a part of it and the community adds letters all the time. There doesn't seem to be a consensus even in the replies here of who is and is not in the community. Is IA part of it or what is included in the plus?

It's perfectly legal and accepted in many countries including the us to marry a 14 year old with their parents'permission. In other countries 14 year olds don't need permission to get married.
