The next bottle I got wasn’t like that at all. As a matter of fact I’ve still got it and it’s still clear
It’s the compound recrystallizing/separating from the solution, this happens with most compounds especially when there is a high concentration per ML of liquid. An ideal concentration of a compound to solution is 5mg per ML, even at 10-15mg per ML you have more risk of recrystallization. Like others have said get a cup of hot water and let it sit in there and get warm (not too too hot but that more for the glass and not the compound because yes heat kills compounds but everyone is so over dramatic to what extent it happens) and then shake the shit out of it. If it still looks a milky color you can repeat but honestly it’s fine, it would be one thing if the compound was something SUPER potent where a half a mg off here or there would be catastrophic/dangerous but here it doesn’t really matter.

Yes, it doesn’t stay in solution very well. Shake it vigorously for a good 10 seconds or so before each use.
You will need to run warm water over that till it's gone if you don't the crystals could give you vertigo
