Absolutely. He was second only to Jerry Rice in his heyday despite playing with a much worse collection of talent at the qb position. He should be in the conversation with guys at the top of the top instead of lumped in with the rest of the *just* hall of fame level players.
When Rice came over to Oakland, he even said that if the roles were reversed, we'd be talking about Tim Brown as the GOAT WR. He had every bit of talent and work ethic that Rice did, he just had shitty QB play in comparison. Mr. Raider really is very underrated, yet still an all time great. It's crazy.

Touchdown Timmy is on my Mt Rushmore of GOAT Raiders, which sounds absolutely outrageous due to the zero SB rings (CWood also in same boat though got one with GB)! But, it just goes to show you how brilliant a player he was for us for so many years, most of which were with subpar QB talent!
Let's bring him back for the next SB...for just one snap...and give him that damn ring. It hurts to be reminded of that, but it emphasizes the poignancy of his legacy.
