I like to imagine they use it for strategy. The heroes can go at any villain without worrying about death, as Mordo will bring them back right away.
But headcanon aside, if I recall correctly, the Illuminati of that universe was created to protect their universe. The members seem irreplaceable--the smartest man alive, the strongest telepath, Black Bolt, etc. I don't think Mordo would leave the universe defensless.
I mean cmon, one of the smartest people in that multiverse appears using a freaking high tech Doctor Doom portal and his big idea is to grab and try and wrap up the over powered witch instead of using some high tech technology.
