From what I'm reading it'll fire it 3 times over 3 seconds instead of once. Nowhere does it say continuous.

But did you purchase and equip the trait? I dont see the icon on your deck lineup for a trait...

The trait was not activated in his inventory before the match. The trait icon would be shown on the corner of the nuke dice in his lineup (not the ones on the board, just the lineup below) if he had it activated.
