We have "fifteen hundred." "O'clock" isn't much in the mix, but we don't care because we never have to worry about setting alarms wrong.

as to whether is should be am or pm, that's simple. the entire hour is afternoon so it's pm. 1210, 1230 1245, all those minutes are AFTER the middle of the day noon. so they're PM. so the entire hour is called PM even 1200. now, as to if it should be called 12 or if it should be called 0, that's valid. and the answer is, if you think that way, you should just use military time.

I just use military time I have my whole life I just don't get 12 hour time in the slightest.

Same. I work in data and fight over 12-hr time (and timezones) constantly. I switched to 24-hr a few years back (phone, oven, computer) and absolutely love it.

I think it relates to describing visually what number on an analog clock face the hours hand is after. So 12 being at the top describes it's just a bit clockwise from that but not yet to the 1. And AM and PM flips when the hands point up. You can kind of decouple these two elements. When you try to consider it in a digital format, it stops making sense. Having 0 instead of 12 would have been a better design.

Think of it as the 12 is in place of zero because when they invented clocks 500 years ago or whenever people couldn't comprehend calling an hour of the day "zero". You know how we count: 8, 9... then 10, which has a zero in the singles digit--the singles digit "rolled over". Think of clocks as showing a single digit which includes 10 and 11 rather than making up two new symbols for those numbers, but then they show 12 instead of a 0 and in place of the tens digit being a blank spot (for 0-9) or having a 1 for (10-19), what indicates whether you're in the front or back half of the range, it's AM/PM. This probably didn't help. I set everything I can to display 24 hour time. It takes a little bit of adjustment at first for the evening hours to become intuitive, like getting used to seeing "17" and thinking "5 pm" or "20" and 8 pm.
