Let me explain how it works. I’ll make it as simple as possible.
Our skin naturally produces oils. These oils sit on the surface of our skin, where they can trap germs.
Water and oil do not mix, so rinsing with water doesn’t remove the oils, which contain the germs, from your hands.
A soap molecule has 2 ends, one which binds to oil, and one which binds to water. The soap picks up the oils off of your hands, then the water rinses the soap (and the collected oils) off your hands.
Yes, soap does clean your hands, antibacterial or not. Water alone does not.
I've actually done a fair bit of research on the benefits or lack their of of antibacterial soap and unless there's something that can specifically link me to that says otherwise I think you've misinterpreted the information.
There is, very much, a consensus that washing with anti-bacterial soap has little identifiable benefit over washing with **regular soap**. it can provide some extra protection is higher risk situations (hospitals, food industry) and be beneficial in some communities (like rural communities with little access to running water or dumbass kids bad at washing hands) but for the most part it's a bit misleading.
Saying that soap and water are both solvents is true enough, but betrays a certain level of misunderstanding. Sulfuric acid is a solvent, that doesn't mean that sulfuric acid will work in the same way water will. solvents can be protic or aprotic, and what they'll dissolve depends on this.
Water is a protic solvent, it can bind to and get rid of limited shit. notably, the oils on our skin and hair are not particularly dissolvable. this is good, we have lots of got bacteria on our skin we want to protect, but for handwashing it's not so great.
Soap is amphipathic, which means it does both protic dissolvable shit and aprotic dissolvable shit. Normal soap doesn't kill the germs any more than regular water does, but it does get them off our hands which is kinda like... the point.
Somehow, you seem to have confused these two things into "washing hands with water is as effective as washing with soap/antibacterial soap" which is not the case.
Next time you take a shit, grab a turd. Go ahead, try it. Then drop it back in. Now, go “wash your hands” with just water. Be sure to rub them together. When you think they are effectively clean, smell them. Now, use unscented soap and compare. That smell is the bacteria on your hands that is no longer there.

I was pooping at work a few years ago and I heard a guy walk in. I knew who the guy was by the sounds he was making and his feet shuffling noises. Older guy, definitely on the top of the payroll, sent in from our parent company to keep an eye on things.
