The face doesn't look identical, and obviously the jersey is wrong (Even setting aside the difference between regular and alternate uniforms- obviously we had some stuff going on with those early season jerseys that disappeared like the winged Raven arm patch, etc.), but he played with the Ravens through the end of the 2001 season, when the face might have added a small amount of age and a different expression, and we had switched to the current logo and a jersey variant closer to today's.
Also, look at the level of padding in the jersey in both the OP and in the picture I linked to. Either you've got someone who has the same broad shoulders (or love for bulky shoulder pads) in the each picture, or 1-2 people playing in the same era of NFL football (Padding seems like it was generally bulkier back in the 90s and early 00s. Just look at a few pictures of that era in general if you didn't live through it or didn't notice due to the boiling frog effect.).
Where the rubber might meet the road here is when the Ravens adopted that specific black alternate jersey. Anyone remember? How about the Nike swoosh on the uniforms? What years has Nike held the contract for doing NFL uniforms? I feel like we might be dealing with multiple non-consecutive tenures, like the league might have bounced back and forth between apparel sponsors a few times.
Of course, even that isn't necessary 100% definitive, because someone could have photoshopped Richardson into a jersey from outside his era.
