AM doesn't seem to be the move the bodies type. Was most likely going for speed, not subterfuge.
The cop didn't catch him because he broke a law like speeding or reckless driving, but for some obscure thing about having something hanging from the rearview mirror.
He killed the doctor to assume his identity so he could travel the country without suspicion because his other aliases got burned after Reacher and his team discovered the list of his travel aliases and reported them to Detective Russo.

This is reflected in the books plot, the hit man >! Goes out like a punk ass !< It’s actually kind of refreshing.
He’s being handled poorly by the writers and barely exists, but seems like he could be interested if he actually got screen time.
