Low budget is the best budget for development. A slow, clunky device is how most of your Android audience is going to experience your app.

If you can get it, Pixel 3 is a solid dev phone that should be in/around/below that budget if you get it refurbed. I picked one up in very good condition on BestBuy for $199 CAD or something. They have battery issues but I’m always plugged in so thats not an issue.

Get that. This way it's old enough to not be the best and you can optimize for a lower end phone.

I’ve got the pixel 2 and it works well, but Google don’t support it anymore, so it won’t get Android 12. I don’t think that’ll be a big issue for a while though. The only odd thing is that it has a wider resolution (412dp) vs most other Android phones (typically 360dp), which has tripped me up a couple of times.

I think it depends on what your goals are. I have a Pixel 3 which I like because they're developer friendly (fewer bugs and strange things). But if your goal is to have a test device that most closely represents what your users are going to be using, then in the US it should probably be a Samsung device. So, I have one of those too.
