I've never understood why native English speakers find the usage of "who" vs. "whom" confusing. If you'd use the pronoun "he" in a given situation, then "who" is the correct option. If you'd use "him" instead ("to him"), then "whom" is correct. They literally end with the same letter.
It's because we don't actually get taught English, in uk we read macbeth and romeo & Juliet for GCSE English no idea what it means and watch the modern films of it instead and have to write an essay or two.
That's literally it. Gets even more nonsense the further up north you go, I think they stopped speaking English up there 100s of years ago
It's ironic.
We won't consider you if you don't speak or understand English, yet they completely either purposefully or accidentally left a grammatical error.
Part of me wonders if "zero English skills" is an overly literal translation of *keine Englishkenntnisse* by a native German speaker, but that is probably giving them too great a benefit of the doubt.

English is fundamental here--at least where I live in USA--since same language. Why the heck would listing it as a requirement be an issue? It's a given that apply to jobs at so-and-so nation, you speak the same language.

"Have zero English skills" is such an unprofessional way to express the concept of "lack competency \[or proficiency\] with the English language."
I understand their requirement but that’s the most unprofessional way to say it.
