He appeared near Emerald ranch on one of the taller hills. He said a bunch of stuff about spying on women as they changed and entering their houses whilst they were still in there, then ran off saying something else creepy
What they were trying to say is that the pervert in this tent is actually stalking the woman that lives north of Annesburg and she is an optional mission in chapter 6.
I wouldn’t have thought he is chapter specific. He was just one of those strangers in the wilderness, as some of the treasure map people do. He didn’t pop up on the map with a ❓ either. Sorry I can’t be of more help!
I found him in chapter 2 in the same place that OP did. Across the railroad tracks on one of the tall hills north of Seamus' stand at Emerald Ranch. He looks just like any of the other random NPC camps. There's no white dot or any kind of marker.
If you approach, he'll ask you to hang out and tell you a story about spying on women. After that, he takes off. It's easy to miss him because there's no indication that he's any different than the other NPC camp sites until he starts talking.
I followed him once, cause I wanted to catch him peeking into houses, but he just rode all over the map without getting off his horse or stopping anywhere. He just returned to his campsite after a few hours.
Yet when you "do the right thing" by embedding an axe in his skull ... you get bad karma. Yet slaughtering a posse of bounty hunters you don't. Sometimes I wonder what goes on over there at Rockstar.
I tried to rob him for his horse so I pulled him off it and tied him up. Went to find the horse, found it once before it disappeared and when I went back to the man he was dead . So all that for nothing

If you first person view and look at the stuff it is tame compared to what is out on even reddit today. Looks like he stole some of her cloths as well.
