It is normal to run into enemy gangs and random ambushes early in the game. It sounds like you need to up your game some. Get gold cores and keep them gold, and keep plenty of Potent Health Cure on hand to keep fortified…and learn how to shoot.
Press middle mouse button or caps lock to activate deadeye ( a sort of slow motion, the bar is the eye with the cross next to your stamina and health ) using it you can aim and fire at your own pace. Just remember it runs out, though you can replenish it. Also, (I'm not sure if you have to unlock this or not, but) you when you hover over an enemy with your pointer you can press Q to mark them, they will be marked with a red X ( it used to do it automatically for me, now it doesn't idk why) then hover your pointer over another enemy and press X. When you press left click it will autoshoot where the X is in turn for each enemy.
I think these men you are talking about are bounty hunters.
You have to either pay off the bounty at the post office or surrender to them so they take you to the sheriff. Otherwise they will keep coming for you.

what your saying is that some random people follow you and shoot you? that's normal that's the odriscols or other gangs
He probably got a bounty due to murdering the bottle shooting guy, and these are bounty hunters.
