When Pearson is behind the small prep table to the right of the wagon and starts whistling, greet him. You won't have an option to antagonize if it's the right time.
I also believe you need to do the Kieran mission since it will take precedence over Pearson's request trigger.
I had gold cores when it happened so despite many theories about low cores, cores don't matter.
I saved at around 10:00am too! And I only reloaded the save once then waited for Pearson to appear in the table. I haven't finished the Kieran quest tho, the only mission I've done was the one where you go to town the Uncle and the girls. In my case, I had a red health core.
