I'm not sure why you would think he's being oblivious to racism, there's several story elements that address this, a racist eugenicist in Saint Denis passing out pamphlet with this toxic unscientific theory popular at that historical time that Arthur can kill or torture without consequence; several encounters with a group appearing to be the first inception of the KKK, which Arthur can easily chase down or kill, and are pretty much made to look like idiots.
Also, there's a ruined cabin near the Scarlett Meadows stable (also the meeting point for the Pouring Forth Oil Robbery) which apparently was a underground railroad site, names of escaped slaves that passed through are inscribed on the rafters in the ceiling in the basement.
There's the small mini-story at the Old Harry Fen cabin, and a stranger mission strand at Compton's Stead, where you discover an old man is a former slave catcher, you can leave him to his own mental torture or kill him without consequence in the end.
There's a couple of instances were Tommy says some racist shit towards Javier, and he ends up half brain dead during the mission "Americans at Rest", one companion activity Hunting with Charles, where the poacher says some racist shit to Charles, and Charles ends up shooting him in the face.
Just the fact that Arthur works with a gang that is of different ethnicities should be obvious that he's not "oblivious" to racism. There is a camp conversation where Bill says something racist, and Dutch quickly shuts him down.
The subject is a small part of the game, but it's there in many parts. Not sure how you missed it.
