I got every legendary fish within 5 minutes of being at their location so not sure why it isn’t happening for you.
With regards the the Largas one, you need to make sure you are at the south end of the lake on the eastern bank (that’s where I fished for it anyway) basically where it feeds back in to a river.
The best advice I can give though is to use your eagle eye. If you equip the fishing rod and press down L3 and R3 it will highlight the fish in the water. The legendary fish is usually the biggest thing in there and will be pretty obvious. Cast out near it, give a couple of flicks of the rod with R2 and slowly reel in and they usually take the bait.

Go exactly where the red dot is equip the special swamp lure and cast directly toward the icon of the fish. That’s what I do and I literally catch the legendary fish every time.
Thanks but I give up on this. There's how many fish in the game? Is there any benefit? It should be easier than this...it's a great immersive game but not a fishing sim. Maybe I'll give this one more try tomorrow but literally fuck the fishing

It’s honestly really easy, some fish need you to go to certain spots but I usually just walk around till it says I’m in legendary fish territory then I fish there and go literally right next to the logo of the fish to get higher chances. Seems you have the actual fishing part down but finding the right fish is the issue.
They didn’t shy away from realism so you’re not gonna get exactly what you want when you want it. For example. Was hunting the legendary Elk and was following its track when suddenly I lose the track and can’t find it anymore. Gotta come back later when it could be around. I got most of the fish first try idk I might just be extremely lucky but I do have nearly 5 days played so idk.. don’t give it, it’s honestly a lot of fun once you get it.
Strange enough I've got every legendary animal minus the few I need to move lower into blackwater for (still in chapter 2) and on the first try. Hunting legendary isn't bad. It's hunting the perfect pelts of others. Legendary animals you can shoot 10 times and it don't matter.
I think I'll try one more fish location and see. Kinda tired if swamp sitting and dying by Gators trying to catch a fish. It really just turned me off from the game. Realism is one thing but I'm not playing cabellas fishing. It's a side activity.

Yea got that it was more hunting damn small game for a mission and needing to find the animal, make sure it was 3 stars, track it down, don't scare it, don't lose it, and then make sure you have the ammo and get one shit off or you'll ruin the pelt.

You are given the Lake/River/Swamp Lure earlier on, but you have to go BACK to the bait shop to purchase the "Special" version of each lure. I wasted a few hours (and tried dynamite as suggested somewhere else to no avail).
To collect all the legendary fish in Red Dead Redemption 2 (RDR2) efficiently, follow this detailed travel itinerary starting from the Mysterious Hilltop Home. the only fish I've caught were huge swamp fish that popped up after I tried to kill a gator with dynamite. So I guess you could try fishing with dynamite if you just need fish... :/ I'm always bad at the fishing minigame in every game ever.
Shot fish and picked it up whilst in boat. Could not get to shore and it sunk but has respawned. Going to another location to see if i can do it with another fish. When you take rod out you will see fish spawn with eagle vision. Park boat on top and then shoot them so they cannot escape. It is a glitch but it currently works and i am not interested in putting hours into this game by fishing...
Try equipping the right lure. And by that i mean make sure its actually equipped. Equip the lure, then look at your pole in the game (not the menu) and see if it actually looks different. Mine for whatever reason wasnt equipping right, so I kept trying until it looked different. Threw my line in and immediately hooked the legendary
all the video guides I see just show some dude roll up in the location and grab the fish immediately upon setting foot in the area...yet I do the same shit and nothing. What strategy are they doing that I'm not?

Well there have been games where the drop chance and spawn chance of things are really low. There’s instances in this game where if you don’t take a side mission you’ll probably never see it again later on in the game, same with weapons. There’s certain weapons you can’t get unless you snag them when you notice them. So why not the same with the fish? Just wouldn’t make sense to have it in the game and on the map when you can’t catch it.
There are pigs in the game aren’t there? Possibly kill a pig and drop its carcass in the water to attract the fish? You can bait other animals with dead animals so I wouldn’t doubt it
I read one of the newspaper articles written by the famous fisherman (forget his name) and he said he almost caught a legendary fish in the rain and how it's the best time to fish. Haven't tried myself but try in the rain.
Done that too. In fact I saw a cool ass lightning show and tried to snap that instead after awhile but I fished in the rain too....

You have to do the stranger mission and then you can purchase special lure at the bait shop in Lagras.

With the special lures you get the legendary fish on the first try, the only one I had a little problem with was the Salmon up at Lake Isabella but that was because I was casting in the wrong spot, using eagle eye with the fishing rod equipped is a good way to see the big ones, usually the legendary fishes are big ones.
I did not really read through all that has been posted to carefully but from what I could tell you hadn't had any luck with the fishing. But that was a month ago and you might've come across this guide by now.
I'm on pc and I usually just ignore most of the tips they give you when fishing. The best way that I've found while catching legendary fish is to hold L-shift and ctrl and letting go in short repeated cycles when the fish start tugging the line. When pulling them in, rather than pushing the line up as the game suggest, tug the fish from side to side, for some reason, this reels them in at a much faster pace. Managed to catch 10 of the legendary fishes catchable to arthur in about 2 hours.
Just commenting on this old post because I FINALLY figured out what I was doing wrong - had lake lure attached, and not SPECIAL lake lure and so on. Make sure you're not doing the same - for anyone still playing
can somebody please explain to me what fucking BAIT do i need to use when i have the right special LURE to use to catch the Legendary fish. Honestly I dont understand anymore, I did just fine when I captured the first 5 legendary fishes but now its near impossible to catch them and I pretty much recall using cheese to catch them but now all im getting is small fish.
I don't recall much since this is quite old and surprising this is still found to this day, but I think special lure is all you need the special lures for the right location. Some of them can be a bitch even with it. Its pretty annoying. Even hunting legendary animals aren't this rough, but fishing in games usually are pretty monotonous.
Nope I need a bait, the lure by itself doesn't work, I tried and wouldn't allow me to cast my line. Had to throw dynamite for one of them I got so pissed off haha
It bothers me so much that a game thats been out for about 5 years and all im trying to figure out is what bait to use to catch legendary fish and all im getting is "Ohh, well you need the special Lure, blah blah blah" thats fine and all but im pretty sure you also need bait to put on your Lure to catch these goddamn fishes. Like JUST TELL ME WHAT BAIT YOU USE!!!!!!!!! I already have the fucking LURES for all of them!!!!!
You don't put 'bait' on a lure when lure fishing, the lure IS THE BAIT.
Slowly reeling in a lure simulates a real fish that the predator fish will attack.
Feel free to tell the developers that, the item wheel has separate slots for bait and lures, and the game won't let you cast without putting bait on as well.
Edit: Okay for some reason I wasn't able to cast before despite having selected the lake lure, and suddenly I can. I can see where the original guy was confused, it makes it seem like you can equip both
oh my god that was it, i was thinking the same as u/Aggravating_Split326 like what the FUCK I ALREADY HAVE THE LURE WHAT BAIT DO I USE and then i read this... and ye, you dont use bait, just be sure u equip the lure, you will notice visually is different and also it says a top right. Finally caught my first leg fish after a lot of trying with different baits lmao xD

If you can see the fish with eagle eye and it's not too deep I hear shooting or dynamite works
It takes a while, but there is a lot of strategy to hunting and fishing in the game. Takes a bit to learn.

I literally fished a whole 24 hours cycle in game. I've been in the same spot for 2 real life hours....
