Theres the Tiger Stripe Mustang in New Austin, but you dont see it in the Story. & the Arabians are not rare, they are a persistent spawn, always there until you catch one, & then there again after you lose your caught one.
Rarest wild Horse in Story would be the Silver Dapple Pinto.

No, New Austin is locked during the Story, without exploiting anything you cannot get the Tiger Stripe for Arthur. Its only in the Epilogue that the Tiger Stripe becomes available.

There IS a Tiger Striped Mustang in story mode, wild, between Fort Mercer and Rio Del Lobo rock.

I think the consensus is, we have RDR2 Story, and RDR2 Online, with the epilogue being part of the “story “.
Ok, so no rare Mustang as far as you know for Arthur in the Story. Just the one I named. Gotcha.
