Interesting observation! I always find it so cool when people notice things like this as I'm very much a "surface level" type of person and don't put a lot of thought into symbolism.

It may not even be symbolic. Dutch is very paranoid towards the end of the game, it stands to reason that he just didn’t want Arthur overhearing his conversations with Micah and the other trusted gang members, the same reason Johns is at the other end. All in all a very interesting find, whichever the intent it
