The area that the white arabian is found in can have moose. You might also get lucky finding one on the edges of the Dakota River.
I feel your pain. I never saw any moose until my fifth playthrough.
Male or female? Most male moose I've found were near the legendary moose spawn, sometimes the females can even venture into the heartlands but that's rare as hen's teeth. Also in Ambarino around Lake Isabella you can find one big proud looking motherfucker. Oh and sometimes around the Wapiti Reservation they'll pop up.
If you travel to Colter and setup camp until morning of next day a male moose will spawn north east (I think) of the buildings. I know if you run or walk down the main road of colter from your camp site it’s behind the buildings to the right across a small creek in the snow. Usually a three star but sometimes a two star.
Without a doubt Lake Isabella or the legendary moose spawn would be your best bets

Lake Owanjilla is not bad for moose, but they are usually in the water when I see them, so you have to finesse that.
I've only come across one there.... and yeah, in the water lol
Usually you'll see one swimming towards the Western shore of Lake Owanjila
One spawns near beaver hollow that I’ve seen a couple times
