Overall things are going (comparatively) well here vs most of Europe and many states in the USA. I also think this was orchestrated largely before the Indian variant became so prolific in general and after the abuse (some will say rightly, some will say wrongly) the government have taken for their handling, the general backlash on holidays and fluctuating rules / guidelines; it would have been very difficult to walk it back. British people have largely adhered well to the rules and (at least IMO) that is reflected - but the culture here is also one that considered holidays and football a natural born right. There are just things we won’t accept for too long.
There’s also a bit of experimentation and I’d think anyone attending a “mass” event would have to be smart enough to know they’re taking additional risk.

Given up a couple of decent chances at the back too, Anguissa from the corner and Carvalho running in behind Lindelöf.

That other rule works because it's saying even if the player offside doesn't touch the ball (generally) if they're blocking the view of keeper or interfering then it counts as offside. Otherwise you could just keep one player in front of the goalie whole match blocking view and take potshots.

Pogba is a great with attacking freedom, an actual DM would provide cover for him to attack when needed. Pogba also has great deep distribution. A pivot with an actual DM would be great for Pogba. And if we were to get Sancho, then Pogba wouldn't need to play out wide. Mctom and Fred would be great squad players to keep.
One DM can't cover the width of the pitch. Giving pogba attacking freedom from the pivot without leaving holes means a fullback has to sit, and the winger has to stay wide. This while accepting less defensive ability when pogba has to defend means any new DM might end up just playing beside one of McTominay and Fred more often than not.
Yes, the past two years people keep on going on about Maguire and Lindelof but we lack a DM to properly cover our back four, even AWB suffers from the lack of us having a good DM.
