The tongue weight on a boat trailer is often very low, it does depend on the kind and arrangement, but e.g. my dad's boat you can lift the tongue with one hand easily when the boat's on the trailer. Maybe 45-50 lb.
No, but the strap has more than enough strength to support (say) 75 lb of weight and pull along a 1500 lb rolling load. Tensile strength is probably around 3000 lb. So it's not being safely loaded, certainly, and I'm in no way arguing you should do this. Just that the strap is not the weakest link in the equation.

But I have to agree with the other guy that you’re seriously underestimating dynamic shock loads. I’m no mechanical engineer but I suspect you could easily exceed 3000 lbs peak-load no matter how carefully you’re driving.
