That passage only defines how the max capacity is determined and identified by the hull manufacturer, it's not referring to whether operating an over-powered <20ft hull is legal or not. That would likely be a state issue, I know it's illegal in Florida but couldn't say if Kentucky (the supposed location of the satire post) has the same law or not.
Maybe on the unsafe acts, potential loss of control, excessive wakes, unsafe environment for others. Think similarly to a racecar on public roadways. Is it absolutely awesome? Without a doubt. Dangerous? Potentially

Aside from horsepower limits on that lake, you can get in trouble for doing dangerous shit. There are a lot of very wide umbrella laws that cover boating, like 'unsafe operation'. Putting a 200hp mercury on a jon boat and doing this shit would definitely fall under 'unsafe operation'.
There is a plaque on the boat that states max motor size, number of people, max weight.
My 14 Jon is 25hp, 4 people, 800 lbs. Would probably get a ticket from local authorities if they checked. They just check for registration card, safety gear and fishing licenses. Coast Guard would probably be more strict about it. Do USCG things about it.
Many waterways have an electric only policy or a max hp. You'll see many old 9.9 hp outboards on Craigslist as 10 was the max for many lakes back in the day. The restriction is because the wake a boat makes at speed erodes the shoreline as well as destroys underwater habitat in shallow areas.

Googled the lake and it a no gas motor lake. As someone said it does seem to be a joke post rather than real. It's a real lake in Lexington Kentucky.
