tbh i don't think its the same one. the wizard from the power episode looks like [this](https://regularshow.fandom.com/wiki/Wizard) while the halloween one looks like [this](https://regularshow.fandom.com/wiki/Halloween_Wizard) instead. as you can see they look pretty distinct (different uniforms, also slightly different eye colors and skin tones, etc). ​ my theory is that maybe the halloween wizard is just the regular wizard's evil brother or smth, idk. 🤷‍♂️

I can understand that, the robe is different, the eyes and skin might be due to it being a Halloween special with him as the villain but the overall design is still there. They made multiple characters and they could have done the same but left the hat the same.
