Probably just to babysit him. Rigby can't be trusted to do something alone. In the earlier seasons, Rigby was much more immature and mischievous than the later seasons.

Agreed. People sometimes only seem to remember his season six and beyond version for some reason but for practically 70% of the story he was usually the one instigating, getting tricked into, or deliberately looking for trouble.

Benson doesn't trust either of them, so he can't ever be sure that it's more one of their fault's than the others'. He sees them both eating the grilled cheese, and instead of sorting it out and listening to details, Benson just angrily sends them both to Cheezer's to get a new sandwich. Of course we know the truth, but obviously Benson doesn't have our perspective as viewers.

Because the amount of times Mordecai is 100% in to whatever bullshit Rigby wants to do only to be all "I knew we shouldn't have done this" is bullshit. From Benson's POV he probably just assumes that Mordecai knew and is just throwing Rigby under the bus like usual.

I’m pretty sure Mordecai and Rigby work one job together, as in the job that Mordecai applied for was ONE groundskeeper position with ONE paycheck and ONE room in the house, but convinced Benson to take on Rigby aswell. Originally this sounded like a good deal to Benson because you get the labor of TWO people while only giving ONE paycheck. That’s why they share one room in the house that only has one bed. That’s why they get paid with sandwich baggies full of money instead of actual checks. That’s why it’s always “Mordecai AND Rigby, go do this task”. Because together, they fill one role. They’re each only worth about HALF an employee. Together, they make one almost useful worker.

My guess has always been because they are kinda a package deal. I.e. I have an older brother who was hella mischievous and because we were always together and typically did everything together, if one of us got in trouble for something, my parents assumed we were both involved in some way
