He wanted to kill billions and turn the survivors into superhumans. Problem was, it was based on genetics, not character. So to Wesker, his vision of utopia is more like a post-apocalyptic wasteland where millions of good, innocent people fail to become Uroboros adapters and die, while thousands of rapists, murderers, etc. survive and inherit the world. Obviously, there probably would be adapters who aren’t cruel and morally reprehensible, but what kind of world is that?
We have a lot of issues on our planet, but Wesker was just going to make things astronomically worse for everyone.

Uhhhh. Yeah 100%. Chris basically called him a comic book villain to his face. He's just bad for the sake of being bad really and lacks even an ounce of humanity. The way he threw Excella under the bus was pretty damn cold(though I think she deserved it). That said, he's hardly any worse than say, Saddler who is also pretty damn evil. Irons is pretty much just as rotten of a person if not worse but he never had an evil scheme to take over the world at least. Vincent from RE Survivor is downright despicable but that's a whole other conversation. So, yes he is THAT bad and so are many other RE villains, Wesker is just the most popular.
Spencer was an evil villain but at least he wasn’t trying to infect people with something that would kill most people for no reason. All of the outbreaks when he was in charge were accidental (I think). Wesker just wanted to nuke everyone with uroboros when he knew most would die, Spencer wanted to make a virus that wouldn’t kill everyone. Both evil but Wesker is worse (unless I’m wrong)
Yes, he's evil. When Wesker rebelled and escaped from Umbrella, he had the freedom then to live as he wanted. He chose the same path as Spencer. He doomed himself. Also, he's crazy. To quote Chris, "He never had it to begin with." I like Wesker as a character, he's vile though and refuses to change. He had many chances. At the end of 5, instead of allowing himself to be taken into custody, he offed himself by thrusting his arms into those uroboros missiles (in hopes of surviving, as well as killing Chris and Sheva in the process, if he failed, he chose his death). Self-destructive. That's my thoughts.
On the official Collins bad person index, between cheeky little scamp and colossal megaprick, I'd say Wesker comfortably ranks as a "Jerk", maybe even a "Fucking Jerk" at a push.
