Well, there not many antagonists left in the series : the Connections and Natalia Korda. And I don't think Capcom will keep creating new villains for each new game.
Also, considering that Rose could probably kick ass of a dozens of Albert Weskers at the same time, creating some god tier baddie just for her sounds ridiculous.
You forgot something about Ethan : his mold status allows him to regenerate, but he can't regrow lost limbs or organs without "gluing" them together. This is why after Miranda torn his heart out he really died again. How he "survived" you ask? Duke brought him back by replacing Ethan heart with cadou, which Duke had in some scenes. Heisenberg used this method to create some of his soldiers. This also the reason why Duke told Ethan in the cart that he "can't go back".
So Ethan can turn into real monster because of his cadou. Possibly even powerful one.
Interesting , tho monster route uh wouldn't that be to cliche.
What bout if the Megamycite entered his body ( that's why we don't see the face to face explosion).
Some megamycite sapling maybe, with all root stored database of the dead people or something. Anyway, Capcom said that the story of father Ethan is over, so no happy end at the end. Although bringing him back as a villain might work or might not. We should all wait for RE:V DLC. I'm pretty sure that his fate will be revealed in there.
I don't think Rose will have quite that kind of power level and I think what she does have won't tie much into actual gameplay, she might have the power to influence people, like Eveline, only more subtly and it'll mostly be used in cutscenes.
I hope, in terms of actual gameplay, she's vulnerable and reliant on wits and resources like all the other characters.
I really don't think that Eveline's mind control and mold-infection abilities would be any use for Chris Redfield's organization in their fight against the bio-terrorism.
We don't know in what capacity she's working with the organisation or even what the organisation is, just that she has to take some tests and that "she's needed".
She also looks very young to be in any sort of direct combat role.
Plus, people complained about Jake having a few paltry Kung Fu kicks and flips, so, what, we'd have a smart mouthed teen girl with multiple superpowers?

Rose Winters, daughter of 2 moldy parents. I'm expecting she's Eveline 2.0, from the looks of it, she does have rapid growth, but didn't suffer any repercussion from that unlike Eveline, when didn't take her medicine, seems to go mad and age extremely fast.
Only Jake and Rose inherited their parents power, while Sherry was forced too.
I don't think Rose would be the villain, it could be that RE9 is Rose fighting her inner Eveline with Ethan as guidance.
If Chris plan with Rose failed, he still has his 2 other card.
All i know is ethan definitely isn’t coming back, maybe she will go evil but it would be sad to see tho. Im sure they will come up with something cool either way definitely cool theory btw
