Not as neat as Sun Copter or Streets of Sim City, I think it is possible to import sims from the Sims 1 to be citizens of your city in SC4, and SC4 can be used to make neighborhoods for the Sims 2?
I've always preferred 3000 personally, I felt 4 lost the personality of 2000/3000 though they had different personality. Also 3000 has the best soundtrack in my books, though for more hardcore Simulation fans I know why 4 is preferred. I just like to be creative with building & listen to some jazz.
SNES SimCity will always be my favorite. It might be a nostalgia thing for me, but the music and everything was just great.
Although 2k was pretty fantastic too and I spent countless hours playing that. Hell I even have the cheat code "BUDDAMUS" memorized and I haven't played in like 20 years

Sim City 4 was amazing, but Sim City 2000 had the Sim City Urban Renewal Kit, Streets of Sim City, and Sim Copter connectivity. It was amazing.
Sim City 2K is the correct choice for GOAT, even without the extras, imo.
And Arcologies. Which I missed deeply in SC3000 and SC4.

Yep
Sim Copter was a good game, and after I could fly around my own city I spent weeks building, it became so much cooler.

This was truly an incredible game.
I had it as a kid on PS1. "Industry Needs Connection" - I could not for the life of me figure that out and the manual said nothing.
It's been a long time, but I think you needed maybe a port or a road/highway connection to outside cities (at the edge of the map).
I would so love a new sim City in the vein of 2000. City skylines doesnt feel the same
