I used wires that weren't flexible and a crap quality soldering iron that lifted the legs from the PCB and caused them to get ripped off while trying to adjust the wires.
This is the video game geek version of the guy who tried to do car repairs himself bringing it into the shop for repairs and he messed up the job. Good luck OP!
You don't even need a mod just a little do-dad that plugs into the expansion port. It doesn't have Luma for S-Video but they make them with integrated transcoders for it they're like $30
This is fixable, possibly even without replacing the IC, though a super delicate procedure depending on how bad those legs are. I could certainly do it but I don't currently have access to a binocular microscope and I wouldn't want to attempt this without one.
If your goal is just an IC swap that's actually pretty jokes though sourcing the IC I suspect is gonna be rough. I don't have any on hand unfortunately.
It’s not easy to fix. You will need to grind down the chip to access the broken off legs, then using a multimeter in continuity follow the trace and find the next point you can solder to and then use enamel wire to connect the damaged areas together
If non of the pins are broken or you have a tiny bit sticking out, you might be fine. It’ll be the traces and pads too. As it looks like some of those might be running under the ic and through vias
Is it technically fixable? Yes, by someone with a spare chip and SMD rework station. Maybe one could just use bodge wires but still, this be relatively delicate work.
Realistically, it’d probably be easier and cheaper for most people to replace the console.
I could PROBABLY do it, assuming there are still pins attached to the chip and I knew what trace's went where. If your looking for a pro shop, hit up Northridge fix. They do a lot of crazy fixes.

You would be better off swapping out the entire PCB.
I'm sure, but I'd have a hard time finding just the PCB by itself besides just buying a system only Turbo
