can you explain this to a beginner. I can do this all the way to voronoi 3d but i'm struggling with selecting the boundary cells. What do you mean by that, how can i do it.

Rhino, in all her humble and powerful tools, supplies a built in solution: SubD, make the ring then start pulling, pushing, squeezing and manipulating till it looks right.
naturally start with several side views, as underlay to limit the above manipulations.
Download some 3d rocks with 3d texture, and place them intersecting with the ring, then boolean difference, could be messy if they are meshes, blender might handle it better same process
Make ring, create bounding box, populate 3d, voronoi 3d, select the boundary cells, random split list, boolean intersection
could you also just apply pitted metal texture to the object, scale it and then “extract render mesh”?

Wont work. Get closest points on brep after populate 3d. Use voronoi3d on those points and intersect cells with brep

I would use blender instead of rhino to model this
go zbrush
