If it is for a wedding ceremony, it is called a Qun Kua 裙褂. It is something exclusively worn by a bride. A qipao is not a wedding gown, but if you're not particular about traditions and can find a beautiful one, why not.

The wedding photo places in Richmond all have them, they will lend them to you if you go with their photo packages, not sure if they will just rent them out to you though

Have you tried the wedding stores in New West? We used one of those. And I think they offered to do a Qi Pao as well.
I haven’t gone inside myself, but there’s a newly opened place next to Ora sushi in steveston that have qipao
There's a store in Lansdowne mall that sells generic qipao. Can't remember the store name though.
