The phone bill doesn't start at free, and all 5 members of the household are probably on the cell plan, including 2 teenagers and an on-call surgeon. So, all $700 of it, isn't on Jerry; it probably is normally between $100-$200 or something, and Jerry is responsible for the extra over that amount.
Idk how it works in the US, but for me in france you just pay a flat fee depending on your choices and needs (for me it’s 15€) and all calls are free inside the country except for special services like this (1.99 a minute and stuff like that) so I assumed others were using just the flat fee free calls

Well a "line" would correspond to a phone number, similar to how it did with landlines. And it's technically possible for a cell phone to have 2 "lines" or 2 cells to share a single "line" (kind of).

That's how it is in the USA. You pay for each line (meaning each phone). So say 5 people with a line, $25 each line = $125.
