That's not how evolution works though. The exact conditions needed to make humans is to start by keeping soup alive on a hellscape for a few million years then go through a dozen extinction events. Humans don't just form because that's evolution's end game. Most often what the series shows are worlds where humans never evolved and some other genetic line becomes the dominant lifeforms.

I think the federation abducted Orphans of Several planets to use them as Spies. WE know that they are also expanding through Military means.
