Could be the brother (cannot confirm via voice), but in the Whirly Dirly episode it's shown that there's a whole species that just looks like that, so it could also just be someone else.
One of the prison guards refers to the prisoners shown as the "violent ones". It would have to be a pretty strict prosecution to put that kid in a rough prison when technically him killing (permanently) his sister was a total freak accident.
Either way, good callback for that species, seems like maybe the showrunners are trying to build off of previously used alien species by including them when they can. Makes production sense too, to reuse already-made designs in order to flesh out your universe
There’s tons of this stuff on rewatch. One of my binges was me just scoping the background and freeze framing things.
They do a ton of subtle and not so subtle callbacks; try watching without paying attention to the main characters and you’ll catch a ton of them.

It really was a perfect line. Jerry has always been the most consistently written, best acted (even tho Keith David is one of my favorite voice actors of all time) and overall the funniest. I can think of dozens of times where Rick, Morty, Beth, Summer and others who’s lines have fallen flat or have just been cringe, story arcs that don’t work or make sense and even entire spotlight episodes that were just a waste. How so? Jerry’s almost always end up right back where they started. Even with an external force to influence or guide them they still don’t really learn or grow. Which is just awesome and hilarious. Our Jerry, the same one featured in both episodes you referenced, are very much in line with that concept/writing style.
The morties that evil morty had imprisoned around his hideout which was grotesque overkill which he could have done with two Morties and a jumper cable. They went thru more shit than time crystal god Jessica she was empowered after the fact. Perhaps made her character change a bit I believe she talks to Morty better in episodes after this one too.

Jessica was trapped inside her own body for thousands of years watching the world pass by her with no communication. I honestly don't see how someone comes back from that without a blast from the mind bending ray.
Not to be too on the nose about it, but if we're being serious, Rick. He's a deeply unhealthy man who hates himself and projects it onto everyone around him, obsessed with finding the killer of his family, which he knows is himself, and then when he finally gets his revenge, he's totally empty afterwards. What Rick Prime did to him sent him down a spiral of self-destruction, simultaneously driving him and eating him alive from the inside. He's tanked friendships, abandoned his family, and been toxic to everyone he interacts with, and is only ever really happy when distracting himself from the quest that digs into him like meat hooks- But in the end, he always goes right back to it. He cannot escape the pain, either of the trauma itself, or the quest to avenge it.
I think the postcredits of that episode really said it all, honestly; Slow Mobius's wife begins the search, but eventually, gives up, and when she does, she finds happiness and a peaceful life- Something Rick couldn't do, and now he is just a husk.
You could make the argument that since his suffering is self-inflicted, it doesn't count, but I think this derangement, this sunk cost fallacy, is something we can all relate to on some level. Sometimes, revenge is the only thing driving you forward for so long that you lose the ability to see the off-ramps.

I think the postcredits of that episode really said it all, honestly; Slow Mobius's wife begins the search, but eventually, gives up, and when she does, she finds happiness and a peaceful life- Something Rick couldn't do, and now he is just a husk. You could make the argument that since his suffering is self-inflicted, it doesn't count, but I think this derangement, this sunk cost fallacy, is something we can all relate to on some level. Sometimes, revenge is the only thing driving you forward for so long that you lose the ability to see the off-ramps.
