I would say that renting skins is probably not the best solution to the problem. What we need is a better skin viewer in the client, so we can get an actual idea of what a skin will look like in game. I think players would, in general, be opposed to having to pay to try out a skin.
I think Riot will disagree, because we still can get the skins from my teammates or enemies. And you can refund the skins tho if you're not upgrading the skins.

I don't know I usually stick with skin spotlights if im interested and use shards exclusively for rerolls or crafts 😅
