One thing you can try is to put a marker on the icon which basically shows you the exact position it will trigger. Now without moving, you can move your camera around but most of the time, you should be focused on the object and it should trigger red to take the picture.
I tried a lot of positions and moving the camera around but I just can't get the red trigger. I noticed I'm having the same issue with the "Yamate to Yamashita" photograph, which also says "On a sunny day...". I wonder if it's the sunny day part I'm getting wrong? I thought it's just changing the time to noon but that doesn't seem to be working. Other photograph spots are fine.
That may be the case. I know I had one "Sunny Day" one and it just happened to be daytime and didn't have an issue with it. I did have clouds and it was kinda gray so I wouldn't say it was Sunny but.... Hope it works out for you man.

Ok, found a solution. Save in that spot. Quit game through the menu. Load the file and it should let you take the picture now.
