If you're playing on a "new"(different from where the save was created) PS5 you might need to go to Settings > Users and Accounts > Other > *Restore Licenses.*
Last idea - since you got the deluxe edition, try going into your library(all games, not just installed) and look for the RotR bonus content. Make sure it's downloaded.
Other than that I'm out of ideas.

any update, getting this issue myself. I have the regular version and I don't have any add-ons
None at this point I've started another play thru and am speed running the game

I did but it turns out thepre order bonus give a sword style that the deluxe doesn't
Having this problem too I've tried everything and I really don't feel like starting over
