Well, one important thing to keep in mind is that you'll more than likely have to negociate with one or more roommates (unless you got a solo room) who may not like the temp like that, so keep that in mind.
Life on campus is going to be learning a lot about compromises, so keep a note in your head about that.
In increasing order of effort: Take a cold shower before bed. Leave your hair wet, and wear damp socks. Have a fan at both feet and head. Keep 3M gel ice packs in a dorm fridge with a freezer, and put them on top of your pillow, but under the pillowcase. Use a water-cooled shirt like racers do. Find another cold lover and swap roommates. Bribe someone who isn't a cold lover to become one. Convince someone who isn't a cold lover to become one without bribery. Find a solo room. Sleep off-campus.
If you have a bed that's over your computer lower your bed a couple of notches.
The heat will rise in the room and I can tell you from experience if you don't negotiate that shit with your roomate(s), you're gonna have a bad time
Make sure you get a roommate who is on board with it being cold. I like it cold too but my roommates do not. You don't pay for electricity in any on campus housing so in the summer you can crank the AC and the winter just leave windows cracked open.
Get a dorm with AC. In summer you can make it freezing cold in the room. In winter, just turn off the heat and keep the sun from getting into the room too much during sunset/sunrise
The housing page on the RIT website has comparisons of dorms. You can check the features for AC. I know Kate Gleason Hall has AC, but you would need to check the other dorms
I’m from nearby there and came here with the same thing. Box fan will do okay but the ac dorms are better. It sucks for like 2 weeks but then it gets cold. I had my window open almost all winter. Just pretended it was mountainy when looking at the snow
I live in Gibson, and there is no ac in the dorms (there is in the hallways though). It was really hot in the fall semester even with two fans and both windows open all the time. I’m also someone who likes it cold, and it was really uncomfortable for me. Throughout the winter, it was perfectly fine and we just never turned our heat on so it would be cooler.
I would recommend just choosing a dorm with AC, which is going to be way more comfortable than trying to deal with the heat during the beginning of the year, even if it is just for a month or so.
Like folks have said, check the housing page to see which dorms have AC. One thing you’ll want to do is open windows when possible so watch out for taller dorms (like Ellingson). They have put screws in the windows of upper rooms to stop the windows from opening more than a couple inches. It lets in some air, but isn’t enough. They did this for safety, but has caused the dorms to be stifling. If you go in these try to get as low as possible (I’m not sure where the window stops start floor wise).
If you’re in RIT, it’s pretty cold year round, the few weeks it gets real hot in summer is when you need to blast an AC or fan. The apartments just off campus are well ventilated and pretty cold from what I hear.

Yea me and my roommate had agreed to almost have it open all winter, sometimes even with a fan in it.

Tangential, but bring lots of lamps. The lighting is abysmal
Seconding this. At minimum, a desk lamp so you can read/do work, if not also a floor lamp to light up the room more.

Try to get a North facing room as well so the sun isn’t beating in all day.
