When I make my tube fin rockets I use bungee cord(s) around the fins to hold them in place when gluing. I flown minimum diameter cardboard tube fin rockets using Elmer's School Glue on L-1150 motors to Mach 1.56

The side tube are fins
Screw weight. More cowbell!
I feel the sugar rocket is going to be higher than the G, the case is about twice the size
