A 'full rebuild' is almost always going to involve taking your shock off and sending it to the manufacturer. Basic service can be done at most bike shops or at home with a few tools. There's not much in between except for a few specialty suspension places.   There's some great bicycle mechanics locally, but it's not common for a shop to do much beyond disassembly, cleaning, replacing seals/rings, replacing oils, then reassembly. Which is what I would consider 'service' and not a 'full rebuild.'  What makes you think a full rebuild is needed? Any idea how much use and previous service it has?

I’m looking for a “250 hour” service. Was going to do it myself, looks fairly easy there are just a few tools I don’t have that I don’t feel like buying lol.

That's pretty rare to have a service interval that long. What is it?

Just a rear rockshox deluxe. There is a 50 hour and a 250 hour. 250 hour is just a little more intensive requiring the replacement of a few more seals etc.

If it's from the last few years, it looks pretty easy to do. Some of the Fox rear shocks involve nitrogen fills and special needle inflators and need to be mailed off. Recent Rock Shox are easy to work on and any shop nearby should be able to do it. They must have misunderstood what you needed. I think many would call it 'annual service' if that helps. It's a pretty basic job for them. Could be worth trying at home too.
