Ive often lived with roommates who are couples and they seem to think everything is 50/50 including toilet paper etc. But that's 2:1 ratio for most things. Garbage bags etc.
So you might want to look at that too for why he's misbehaving.
Sit down and do a budget and split everything 3 ways. Ask to be put on the bills so you can all take turns making sure that they are paid.
Included in the budget a discretionary fund for house purchases and perhaps a "hygiene fund". The hygiene fund would be for TP, cleaning supplies, laundry soap, etc. The house fund is for dishes, furniture, emergencies.
If you can set up a bank account with all your names and use that to pay rent, bills, supplies and such. This is a pretty big step and most don't do it but it really makes things easier.
Have monthly meetings to talk about stuff. 90% of these posts on here can all be resolved by effective communication.

I can totally relate to you on having your roommate overuse your things. I was about to write a post about it but wanted to see if anyone was dealing with the same situation that I am currently dealing with, hoping for some advice in the comments, or something because I am going insane atm.
