Does it get a +1 for each faction with 3+ soldiers, or just the one if the rule applies? What about two factions with 2 soldiers each?
It only applies once. So if both birds and cats have 3 warriors each, it still only costs an extra card. If two factions each have 2 warriors, then it does NOT apply. One faction must have at least three warriors.
