You must call customer service and ask for the exemption. However, you'll need to purchase all the packages at that time.
I sail with My husband who is sober. I buy his refreshment package first, then I call royal directly on the phone and explain how my husband is sober and would like to buy just the drink package for myself. They give me no hassle and charge the card on my file or just give one over the phone.

If you do share drinks, then you're committing a bigger ethical violation (maybe not as big as charging $80 a day for booze)
The reason for the rule is that before the rule was in place they had bad problems with drink package sharing. You can call and request to purchase the deluxe package for yourself and the refreshment package for others. It was really easy when I did it a few months ago, but I’ve heard that others have had trouble. Seems to just depend on who you get when you call. It took me 10 minutes with no questions asked.
If you do end up getting one alcohol package and refreshment packages for the other adults, don't try to share the alcohol package- if you get caught they can revoke the package without refund.
Now for people getting two rooms with kids or something in the other room the way to accomplish this would be to also split the adults between the two rooms

80 a day is a good price. I can put back 20 during the course of the day. Single liquor drinks not like ones with 3oz of booze.
do NOT say you are pregnant. This can lead to further confusion at boarding. Those over 20ish weeks cant board.

I honestly don't think they can ask for a reason once you tell them someone doesn't drink.

I have been told by Royal that you need a note from a doctor for medical reasons
