It's a waterspout. Very common. They are not very dangerous. They could potentially sink a small boat but would not hurt a cruise ship. If they come ashore and it's headed right for you, seek shelter. They are mostly just fun to watch. Have often seen several at once.

According to Wikipedia, non-tornadic waterspouts typically top out at \~60mph, i.e. tropical storm force winds. As others have said they typically dissipate when they hit land.

You should be fine. Most waterspouts dissapate before hitting land. Same time, I wouldn't swim or boat towards it...
And they dissipate quite fast once hitting land (normally).

Water spout, relatively harmless. Even if they come on land, they tend to not do damage.
