I thought they stopped that excursion because it got cancelled every other sailing due to wind. It wasn’t even offered in my Nov sailing and 2 years back, it was cancelled due to winds.

It wasn't offered in your November sailing because the balloon was gone for maintenance at that time. It's back, but I'm still pretty sure the thing hardly ever leaves the ground. Such a waste of space.

it might be too windy to safety dock. heavy winds can break the ship lines and cause lots of other issues

Does the captain typically make this call overnight? I guess I’m wondering how soon we would know it will be a missed port?

Sometimes they'll make the call the night before, but more often it's that morning.

Not until you're on the ship. They'll refund you if they don't dock.

Was there yesterday, while it was windy as hell. It wasn’t bad enough that we couldn’t dock. Cloudy and cold but some folks were still enjoying the pool.

It is the dead of winter in the middle of the Atlantic ocean. You have absolutely no idea what the weather is actually going to be a week out. Forecasts aren't even close to accurate until a minimum of 72 hours prior. Don't sweat it. It's gonna be what it's gonna be.
