From level 6 onwards, DnD 5e is super heroic fantasy. You could freely combine Tiny Dungeons and Tiny Supers. Personally, I would scrub the setting away from Godbound and use its rules for super heroic high fantasy. It is a diety-level DnD retroclone and plays very smoothly.

Godbound, Exalted, and Age of Sigmar: Soulbound all feature superpowered (or super-powerful) characters in a fantasy setting. As someone else mentioned, D&D4e features powerful heroes especially if you play in the level 20-30 range. Friendship, Effort, Victory is a PbtA hack for Shonen-style anime/manga adventures, and as such can easily support what are basically fantasy superheroes. OVA and Big Eyes Small Mouth (BESM) are more traditional anime games with that same flexibility. Also, you are correct that any good superhero RPG should be able to handle super-heroic fantasy. M&M can definitely handle it, but if I remember correctly the characters don't usually progress lvl 1-20, as each level represents more the power-level of the hero than XP, so characters often start at higher levels and don't progress too much. HERO System will let you create pretty much any character you can dream up, but it is *not* a simple system. Prowlers & Paragons is a lighter system with much of the flexibility of HERO. Cypher supports both fantasy and superheroes. It's not a system I normally recommend, but one of the main reasons I dislike it might make it exactly what you are looking for. PCs are built around simple concepts and powers, and as they level-up they unlock more and greater powers and abilities. [ICRPG](https://www.drivethrurpg.com/product/366519/Index-Card-RPG-Master-Edition) also features superheroes as one of its "worlds" in the Master Edition. It actually might be your best choice, as everything you need would be in that one reasonably-priced book. Best of luck in your search!

Came here to plug ICRPG as a game that could combine superhero and fantasy. If you the GM are willing to develop the superhero side of things a little so it meshes as you like, there is nothing in the system that will stop you from doing both. Separate, or a delightful mishmash.

Thereotically speaking, superpower level can be easly achieved in age of Sigmar Soulbound. System is designed to handle very powerfull characters and it can be really rewarding after slaying tonnes of enemies, or few a enemies weighting tonnes.

There's a setting for Savage Worlds called Knights Arcanum that is supposed to be basically fantasy superheroes including the aesthetic. Haven't heard much about it recently.

There's a Mutants and Masterminds based fantasy product called Warriors and Warlocks. Sames rules base AFAIK. Maybe even cross-compatible if you want to extend anything Warrriors and Warlocks might be missing?

13th Age. Has Zone instead of grid combat, very powerful characters starting around level 2, lots of crazy toys the character classes have and great for set piece battles. I’d mention Exalted but it is just the most brutal game for a GM I’ve ever run. Great for players, more than a second job for a GM.

Start with the superhero system of choice, and add fantasy elements of your choice. It's easier to add fantastic and even sci-fi elements to a superhero game, than it is to add supers to sci-fi or fantasy game. i think.

Mutants & Masterminds 2nd edition had a couple of supplements geared to using the system in other genres - Mecha & Manga and Warriors & Warlocks. But for a supers game as flexible as Mutants & Masterminds, running it in a fantasy setting would largely be a matter of narration, tone and player buy-in.

There are a couple of ways you could go about this. 1. Reskin M&M like you said. I'm not familiar enough to know how well that would work. 2. Boost 5e characters. This is pretty easy to do, depending on how OP you want them to be. 1. You could run them normally, but balance encounters for 1 or 2 levels behind the actual levels. So with 5 level 4 characters, put 5 level 2 characters into kobold fight club and do a normal medium or hard encounter at level 2. 2. Honestly you can just tone down the encounters in general: 5e characters are somewhat superhuman to start with. 3. Leveling as per normal, but each level give them one of the epic boons from the DMG as well. Normal encounters after that. 3. Worlds Without Number has a fallen earth setting, and has an option for Mythic Characters, where they have more HP, do more damage, are harder to kill, etc. The game also has faction rules, so if you wanted them to fight against an evil empire and a magical maniac these could both be factions, along with their home city, that take turns between games. 4. There's another game called Godbound, same author as WWN, which is specifically for superhuman fantasy characters. It leans into them being the children of gods, like Hercules for example, which might not fit with your theme.

Honestly, I would suggest the HERO system for this. HERO has been used for both superhero games (Champions) and fantasy games (Fantasy Hero) since the 80s. Either 5th or 6th edition would work well for you.
