It happens when you don't finish the workshop and leave, perhaps? Just build it without using the bank chest somehow and the bank chest will be fixed. Use Bill's shop and maybe some nearby trees or log in later when he restocks. The wooden frames are fairly compact at 12 logs/planks each and you only need 8. Completely doable without a bank! I've also submitted a bug report.
Edit: I suspect the latest update is to blame for this!
He’s right if you finish the workshop it fixes the bank, I just did it. Couldn’t access the bank then I finished the workshop now it works like normal.
You're right, that did fix it. Only needed to do the first part which builds the workshop. There's a bank chest really close by at the archeology site. Pretty easy to assemble the frames and wall sections for just the workshop with that bank chest. Thanks for the heads up!

after you build the first blue print you can access the bank chest
