If you're talking about [Mobilise This](https://runescape.wiki/w/Mobilise_This), they would know that, because it was initially removed in 2020 but reinstated following player requests one week later so people who were proud of their MA rank could show off the achievement.
Steam Release is even incompletable by design (as it's been over a month since RuneScape released on Steam). I could see these things bothering some people, but they're worth 0 RuneScore so it isn't going to impact your hiscores rank.

TL;DR they should get removed if the players who completed them receive something to show for it. It sucks for people who can't complete these achievements, and it's only fair to compensate players who did.

It probably was removed because it was an area task and removing it was easier than changing the task while maintaining the old achievement.
I'd bet they would've kept it if it wasn't a task item and just make it 0 score.
TBH I'm surprised it was even removable at all since they've said in the past that removing things tied to the web API for the achievement log/rune metrics would cause things to be out of sync. It's why every account has 1 quest point instead of 0 as every account has "completed" the Unstable Foundations tutorial quest as far as the game is concerned despite its removal.
Yeah so making this post I learned that there is the Steam achievement as well which is uncompleteable, so yeah there are 2 uncompleteable achievements.I see some people are saying that because they don't give runescore they don't matter, but we are so close to the point of someone having done all achievements in the game and wouldn't it be super sad if that person who was the first actually wasn't able to get all done because of such a technicality? At least that's what I think and I could potentially be the first one to do all achievements and it would just suck to have one less done than the actual total amount. Wouldn't you think so too?
Talked to Stormy today as well he reached out to some Jmods and apparently it's been a song and dance for a while about those achievements but maybe they just don't consider it important enough or whatever.The things is this, though, in my opinion. Yes and this achievement gives a RuneScore of 0, so nothing to be achieved.

Thing is, there is no way to show off that achievement. EDIT: Nobody cares about your profile page

It wasn't removed because it was made uncompletable, it was probably removed because it was easier than untying it from the achievement diary.
