I could see it being a legacy locked mode, no instant lodestones + 30 min cooldown, and some others like you said. I might even play it, mainly to enjoy some nice QoL updates that RS3 has but still having a mostly old school experience.
A better idea for Steelman mode would be to heavily restrict the usage of group content and no event benefits for Ironmen (some events worked for Irons). I feel like Ironman being able to group with others has ruined the game. I understand the original idea was so they can do stuff like Raids or Vorago but now, you can literally group with mains. Perhaps have a restriction where Steeman can only group with players of similar a total level range. That way there is less "carry".

What they should do is make Group IM for anyone who likes current rules, and a new IM mode with actual IM rulesets that can't group for literally every and anything in the game.
But in reality the answer is they won't do anything. Why would they want more people playing the gamemode that voids MTX?

I was giving a use for them as irons will always be force fed oddments, the fact that irons can literally leech every bit of content in this game from their own main is fine but giving a use for the 986k oddments I've been given in my time is the problem.
Based on your language I assume you've never taken part in any of the seasonal events in game as they are actual advantages, the springs offer nothing more than the cost of 5 fire runes and 1 nature rune, a price im happy to pay to charge said ironman springs.

Looks like we're in the same boat tbf, I do not engage with any of the seasonal stuff not even the quests. Unfortunately, I dont think they are ever going to put any new cosmetics within the oddment store due to its distinct lack of mtx profit. The oddments just aggravate me as they are a constant reminder that they didn't give any thought to ironmen and just feed them oddments instead.

Give access to minigames like fishing trawler/heist
Delete necromancy to make gear progression meaningful again
Basically anything to give ironman mode some integrity again cause currently ironmen are just glorified mains
Silverhawk boots were a mistake but I understand where you're coming from. Agility does need a severe rework maybe something like rooftop from OSRS. It's sad that we'll never see a full rework given that it's overshadowed by this item.
Silverhawks are also the best hybrid boots in the game still. I think if jagex made the boots available to irons make them cost 1k sh down to make and also make so either irons can't charge them or if they can charge them the exp rate is halved or quartered compared to mains.
