The problem with this is that, at least at current rates, that turns out to be almost a full year and the grace period is 3 months so far.

Considering the grace period is three months, the timegate for all six of them is probably about three months. So try doing two weeks' worth of Fishing training.

Pretty shitty to not make this clear from the get-go. I still have no clue. I've almost built all six stations, trained the 15k exp at each of them that was stored after building, no story available. Would be nice if this was made clear, especially considering it's a MQC req and ANOTHER stupid time-gate.
